I like ms pinball…i only have to press two buttons. You crazy kids and your brazillion cmd/function keypad press’ hurt my head. Oh and another thing. Get off my lawn!

on my Inspiron 1545 it is done through the BIOS setup, i expect your Inspiron will be the same
reboot the PC but before Windows loads, press F2
then when the BIOS comes up, System Configuration > Function Key behaviour then you select which option you want
then save the settings
personally i like it the way you like it also, easier to do things like Alt+F4 to close things, although if i want to turn up and down volume difficult to do with one hand because of stretching the fingers to press Fn at the same time… sometimes i wish there were seperate keys for things like volume but there you go, what you pay for in a basic laptop….
Try these three possible solutions.
– Repair Disk Permissions in Disk Utility.

BTW, it is the default setting for the f keys NOT to function as f keys. Most of them have special assignments (audio volume, video brightness, etc.) to reduce having ten more keys crowding the keypad. The fn key is a way to over-ride the default "not working" of f keys. In your case, something else is interfering, since even your fn key is not responding. Could be your permissions prevents a change to the preference file, the preference file itself (actually two files involved) is corrupt, or a Login Item is bullying the [...]
"use all f1 f2 etc keys as standard function keys" means no fn is needed. the that is standard, not having to add any additional key to alter what the key should do.
